Description of Work Unit

The Center of Excellence for Risk-Based Community Resilience Planning (the Center), headquartered at Colorado State University, was established by the National Institute of Standards and Technology (NIST) in 2015. Since its inception, the Center has pursued the overarching goal of establishing the measurement science for identifying and understanding the factors that make a community resilient, to assess the likely impact of natural hazards on communities, and to develop risk-informed decision strategies for mitigating natural hazard events. During its first five years, the 12 universities and more than 100 investigators comprising the Center have engaged in three major research thrusts to develop: (1) a computational environment (IN-CORE) to assess community resilience and to support policies and decisions designed to achieve community resilience goals; (2) standardized data ontologies through a robust architecture and management tools that support IN-CORE; and (3) a comprehensive set of testbeds and hindcasts to validate IN-CORE.

The Center was renewed for an additional five years (2020-2025). In its second five years, the Center will establish a legacy for community resilience assessment and management that will benefit communities challenged by natural hazards and enable decision makers to develop best practices for achieving community resilience goals. Our end goal is to have a fully functional, validated, documented, user-friendly platform by 2025 that can be used by a broad spectrum of end-users, ranging from community planners and decision-makers to the resilience research community.

Over the next five years, IN-CORE will be released in stages with new updates approximately every six months, as additional research and experiences in community engagement enable it to be tested on real communities and refined. Each of the main tasks and subtasks has a number of products and milestones that must come together in a timely fashion if the end goal for IN-CORE is to be achieved. To this end, the Center is seeking a Project Manager who will work with the Center Management Team to ensure that these individual products and milestones come together on a critical path at precisely the right time so that the releases remain on schedule in a professional manner.

The Center of Excellence is housed in the Department of Civil and Environmental Engineering at Colorado State University. The CEE Department offers a broad range of educational programs at the undergraduate and graduate levels, with approximately 400 undergraduates, and 300 graduate students, divided approximately equally between candidates for the MS and PhD degrees. At any given time, approximately 10 graduate students and post-doctoral scholars at CSU are involved in Center research programs. The Center is led by three faculty co-directors, two of whom are at CSU with the third at East Carolina University.

Position Summary

This is a part-time, benefits-eligible, position at 20 hours/week located on the Colorado State University campus in Fort Collins, CO

The Project Manager (PM) will be responsible for ensuring tasks proceed on schedule, different tasks and subtasks are coordinated, and that critical decision points, milestones, and releases of IN-CORE are achieved in a timely fashion. This position is a reflection of the need for enhanced accountability among the research teams in 2020-2025. The PM will report to the Center co-directors. The PM will work closely with the Task/Subtask leads dealing with the development of the IN-CORE platform, and will serve on the Scientific Integration Committee formed as part of Task 1. The PM will also assist in the planning and organization of the semi-annual Center Investigator Meetings, in which the Center research is disseminated to the public and to NIST. The successful PM will have superb organizational skills, and an ability to collaborate in a collegial fashion with a broad spectrum of faculty, post-doctoral scholars and graduate students at the 13 universities comprising the Center during its renewal period. The Project Manager reports directly to the Co-Directors of the Center.

Required Job Qualifications
Bachelor’s degree in Business Administration, Computer Science, Computer Information Systems, Industrial and Systems Engineering, Economics, Law, or a related field
At least five (5) years of experience working in the area of technical program management
Exceptional planning and organizational skills
Experience developing and managing a budget
Demonstrated ability to work ethically with confidential budget and salary information
Experience managing multiple projects and deadlines simultaneously
Excellent written and interpersonal communication skills
Demonstrated ability to work effectively in a collaborative context
Computer literacy, familiarity with Microsoft Project (or other project management tools), issue/task management tools (e.g. Jira, Bugzilla, etc.), collaborative tools including collaborative documentation tools, and other business software
Ability to work occasional irregular work hours, including evening and weekend service
Occasional overnight travel required (2-5 trips per year, a few days for each)

The successful candidate must be legally authorized to work in the United States by the proposed start date. The Civil and Environmental Engineering Department will not sponsor a visa for this position.

Preferred Job Qualifications
Master’s degree in Business Administration, Computer Information Systems, or equivalent
Experience with the software development process, product research, and product development
Experience with the Atlassian platform, including Jira and Confluence (or equivalent software development/project platform)
Experience working in university research center technical program management
